Responsibilities

The Manager, Commerce and Capital is accountable for providing strategic leadership in the oversight, administration, risk management and reporting related to all banking activities, bank accounts and the Capital Funds of the University. The Manager leads the Payment Card Industry (PCI) program at Western and is a member of the Technology Risk Assessment Committee (TRAC). The Manager provides comprehensive and strategic consultation, support and guidance on complex and diverse financial risk management issues to University leaders, administrators and researchers in areas of operational processes, controls and risk management. The Manager will develop, implement and monitor several financial risk management policies and practices. The Manager will strive to mitigate risk and is entrusted with highly confidential and sensitive information. The Manager will ensure the related financial processes and controls are effective and in place and that staff adhere to relevant financial legislation, and University policies and procedures to mitigate financial, legal and operational risks, as well as reduce the risk of fraud. They will identify situations of financial risk and take the necessary actions to reduce exposure.

Qualifications

Education:
  • Undergraduate Degree in Finance, Business Accounting or a related field
  • Chartered Professional Accountant
Experience:
  • 7 years of progressive experience in Finance/Business Administration
  • Experience managing projects and teams
  • Experience in a public sector or educational institution is preferred
  • Payment Card Industry (PCI) experience would be an asset
Knowledge, Skills & Abilities:
  • In-depth knowledge of best practices for assessing, developing and implementing new business processes and procedures
  • In-depth knowledge of best practices to preventing and detecting fraud
  • Knowledge of accounting standards for not-for-profits, complex reporting and accounting issues
  • In-depth knowledge of best practices in building a strong collaborative team and leading people and of performance development methods
  • Ability to effectively drive and manage change initiatives that align with organizational strategies and/or provide opportunities to increase efficiency
  • Ability to collaborate across internal and external boundaries to meet common objectives, improve outcomes and support work beyond one's own unit
  • Communication skills with the ability to converse with, write reports for, and deliver presentations to all levels of the organization
  • Ability to ensure confidentiality and privacy is maintained through the appropriate retention and destruction of information
  • Innovative and flexible critical thinking skills to adjust to and implement new processes or technology to the University’s advantage
  • Decision making skills to provide solutions that are consistent with available facts, constraints and probable consequences
  • Ability to analyze exposures and make recommendations to decrease financial risk
  • Ability to quickly re-allocate resources and adjust priorities in response to unexpected events or changing circumstances
  • Computer skills with the ability to train others in system usage
  • Advanced computer skills in Microsoft Office Suite
  • Negotiation and influencing skills to effectively advocate needs and maintain relationships
  • Ability to handle complex, ambiguous situations with diplomacy, calmness and good judgment
  • Ability to organize and effectively manage financial and human resources needed to achieve results
  • Ability to provide strategic analysis and recommendations for designing and implementing new and changing administrative and financial processes
  • Project management skills to manage multiple projects simultaneously from conception to completion within tightly prescribed timelines
  • Ability to foster and leverage a strategic view to address complex business issues
  • Familiarity with University policies and procedures preferred
